A parliamentary standing committee has raised concerns over the slow progress of the CST–Kurla rail expansion project in Mumbai, despite substantial financial expenditure of nearly ₹890 crore.

The panel observed a significant mismatch between funds utilised and actual physical progress on the ground, questioning the pace of execution and overall project efficiency. The project, which is aimed at easing congestion on one of Mumbai’s busiest suburban rail corridors, has been under implementation for several years but continues to face delays.

The expansion between Chhatrapati Shivaji Maharaj Terminus (CST) and Kurla is considered a critical upgrade for Mumbai’s suburban railway network, which handles millions of passengers daily. The project includes infrastructure enhancements such as additional lines, improved track capacity, and upgraded signalling systems to increase train frequency and reduce overcrowding.

According to the panel’s observations, while a large portion of the allocated budget has already been spent, the corresponding physical milestones have not been achieved at the expected rate. This has prompted calls for stricter monitoring, better coordination among implementing agencies, and improved accountability in project execution.

The committee has also emphasised the need for timely completion, given the importance of the corridor in supporting Mumbai’s urban mobility. Delays not only escalate project costs but also continue to burden commuters who rely heavily on the suburban rail system.

Officials have been asked to review the causes of the slowdown, which may include land acquisition challenges, operational constraints in dense urban areas, and coordination issues between multiple stakeholders.

The development highlights broader concerns around infrastructure execution in highly congested metropolitan regions, where project complexity often leads to delays despite adequate funding. Strengthening project management and ensuring alignment between expenditure and progress will be crucial to delivering such critical urban transport upgrades.

The panel’s observations are expected to push for faster execution and tighter oversight, as authorities work to accelerate completion of the project and improve commuter experience on Mumbai’s vital rail network.
