In a significant administrative action, the Maharashtra government has suspended senior IAS officer M Devender Singh for allegedly skipping crucial meetings called by State Environment Minister Pankaja Munde.

The move has triggered a sharp debate inside the state assembly, raising larger questions about bureaucratic accountability and legislative authority.

What Happened?

The issue came to light during an assembly session on February 26, when the minister was asked to respond to concerns over pollution in Chandrapur district.

According to Munde, key officials — including M Devender Singh, a 2011-batch IAS officer and Member Secretary of the Maharashtra Pollution Control Board, and Satish Padval, Joint Director of the MPCB — failed to attend meetings convened to prepare briefing details.

The minister alleged that despite reminders, the officer not only skipped the meeting but also sent a message stating he would not attend. She told the House that such insubordination hampers a minister’s ability to answer public representatives effectively.

Assembly Reacts Strongly

Pro-tem Speaker Dilip Lande took serious note of the matter, calling the absence “gross negligence” and an “insult to the legislature.” He directed the government to initiate immediate action.

Within 24 hours, the state government suspended the officer under the All India Services (Discipline and Appeal) Rules, 1969.

Political Reactions

Senior BJP leader Sudhir Mungantiwar criticized the officer’s conduct, terming it a “cold-blooded murder of democracy” and an “insult to the Constitution.” He emphasized that bureaucrats are accountable to elected representatives and must respect legislative processes.

Departmental Probe Ordered

Alongside the suspension, a departmental inquiry has been initiated against the MPCB official. During the probe period:

  • His headquarters will remain in Mumbai
  • He cannot leave the city without prior permission
  • He is barred from undertaking any other work

The development has intensified discussions around executive-legislative coordination and administrative discipline in the state.
